To download, install and activate SQL Server 2025 Standard, download the official installer (from Microsoft Volume Licensing, the link we send with your order, or the Microsoft Evaluation Center), run setup.exe, choose New SQL Server standalone installation, and enter your 25-character key on the Product Key page. Already running Evaluation or Developer? Use Maintenance > Edition Upgrade instead.

SQL Server 2025 (version 17.x) became generally available on 18 November 2025 and is the newest release of Microsoft's database engine. The Standard edition is the one most small and mid-sized businesses run in production, and this release raised its limits considerably. This guide walks you through every step, from checking your server meets the requirements to confirming the engine reports the correct edition, and covers all three ways you can licence Standard: per core, Server + User CAL and Server + Device CAL. What you need before you start

  • Your SQL Server 2025 Standard product key (from your order email) and a note of which licence model it is: per core, User CAL or Device CAL.
  • A 64-bit (x64) Windows machine running a supported OS. Windows Server 2016 is no longer supported for SQL Server 2025, so plan on Windows Server 2019 or later for production.
  • Local administrator rights on the server, plus a service account plan (the defaults are fine for most single-server setups).
  • .NET Framework 4.7.2 or later (already present on Windows Server 2019, 2022 and 2025).
  • At least 6 GB of free space on the system drive, ideally on SSD, and a separate data drive for databases.
  • A recent backup if you are upgrading an existing instance.

Those Standard edition limits are the headline change in 2025: earlier releases capped Standard at 24 cores and 128 GB of buffer pool memory, so many workloads that previously needed Enterprise now fit comfortably in Standard. Windows 10 reached end of support in October 2025, so although SQL Server 2025 still installs on it, use Windows 11 or Windows Server for anything you rely on. Per core vs User CAL vs Device CAL keys

All three licence types install exactly the same Standard edition binaries, and you enter the server key in the same place. The difference is how you stay compliant. A per core licence covers the physical or virtual cores the instance can use (minimum four core licences per server or VM) and allows unlimited users. A Server + CAL licence covers the server itself, and every person (User CAL) or every device (Device CAL) that connects to it needs its own Client Access Licence. CALs are not typed into Setup; they are records you keep with your licence paperwork, so file your order confirmation safely.

Step 1: Download SQL Server 2025 Standard

  1. Open the download link included in your order email. If you also have a Microsoft Volume Licensing account, you can download the same Standard media from the Volume Licensing portal, which already has a key embedded.
  2. Alternatively, download the free installer from the Microsoft Evaluation Center for SQL Server 2025. It installs the Evaluation edition, which you convert to Standard with your key afterwards (see the Edition Upgrade method below).
  3. Run the downloaded installer and choose Download Media if you want an ISO you can reuse on several servers, or Custom to download and launch Setup in one go.
  4. If you saved an ISO, right-click it and select Mount. Windows assigns it a drive letter containing setup.exe.
  5. Download SQL Server Management Studio (SSMS) separately. It is no longer part of Setup; the current release is SSMS 22, which installs through the Visual Studio Installer.

Step 2: Install SQL Server 2025 Standard

  1. Right-click setup.exe and choose Run as administrator. The SQL Server Installation Center opens.
  2. Select Installation in the left pane, then New SQL Server standalone installation or add features to an existing installation.
  3. On the Edition / Product Key page, select Enter the product key, type your 25-character Standard key and click Next. (Media from Volume Licensing shows the key pre-filled.)
  4. Accept the licence terms. On the Microsoft Update page, ticking the option to check for updates is recommended.
  5. Setup runs its Install Rules. Fix anything marked Failed (usually a pending restart or missing .NET) and click Re-run. A Windows Firewall warning just means you will need to open TCP 1433 later for remote connections.
  6. On the Azure Extension for SQL Server page, either connect the server to Azure Arc or clear the checkbox. It is optional and not needed to activate your licence.
  7. On Feature Selection, tick Database Engine Services at minimum. Add Full-Text Search or other features only if you need them. Note that Reporting Services is no longer a SQL Server 2025 feature; Microsoft has consolidated on-premises reporting into Power BI Report Server.
  8. On Instance Configuration, keep Default instance (MSSQLSERVER) unless you run several instances on one machine.
  9. On Server Configuration, keep the default virtual service accounts or enter a domain service account, and set SQL Server Agent to Automatic if you will schedule jobs and backups.
  10. On Database Engine Configuration, choose Windows authentication or Mixed Mode (set a strong sa password), click Add Current User to make yourself an administrator, and set data, log, tempdb and backup folders on the Data Directories and TempDB tabs.
  11. Review the summary and click Install. When every feature shows Succeeded, click Close and restart if prompted.

Step 3: Activate your Standard licence

SQL Server does not use Windows-style online activation or phone activation. The key you enter during Setup sets the edition, and the licence is active as soon as installation completes. If you entered your key in Step 2, you are done. If you installed the Evaluation or Standard Developer edition first, or are moving an existing instance to Standard, use Edition Upgrade.

Method A: Edition Upgrade from the Installation Center

  1. Run setup.exe from the SQL Server 2025 media as administrator.
  2. Go to Maintenance > Edition Upgrade.
  3. On the Product Key page, enter your SQL Server 2025 Standard key and click Next.
  4. Accept the licence terms, then select the instance to upgrade (for example MSSQLSERVER).
  5. Let the Edition Upgrade Rules pass, click Upgrade on the Ready page, and wait while the services restart. Plan a short maintenance window because applications lose their connection during the restart.
  6. Click Close and restart the server if Setup asks you to.

Method B: Command line

For Server Core or scripted deployments, run this from an elevated Command Prompt in the folder that contains setup.exe, replacing the placeholder with your key:

Edition Upgrade only moves upwards (Evaluation, Developer or Express to Standard). It cannot downgrade an Enterprise instance to Standard; that requires a backup, uninstall and fresh installation.

How to verify activation

Open SSMS, connect to the instance and run a new query:

  • Edition should read Standard Edition (64-bit). If it shows Enterprise Evaluation Edition, the upgrade has not been applied yet.
  • Version should begin with 17., confirming you are on SQL Server 2025.
  • You can also run SELECT @@VERSION; or open the Installation Center and choose Tools > Installed SQL Server features discovery report for a full summary.

After verification, install the latest cumulative update so the instance has all current fixes and security patches.

Troubleshooting common errors

Error or message What it means and how to fix it
The product key you entered is invalid Check for confusable characters (8 and B, 0 and O) and make sure you are running SQL Server 2025 media. A 2022 or 2019 installer will not accept a 2025 key.
Evaluation period has expired The 180-day Evaluation edition has lapsed. Run Maintenance > Edition Upgrade with your Standard key; your databases are kept.
0x84B40002: This SQL Server edition upgrade is not supported You are trying to move from a higher edition (such as Enterprise) to Standard. Back up, uninstall and reinstall as Standard.
Rule 'Engine_SqlEngineHealthCheck' failed during Edition Upgrade Make sure the SQL Server service starts normally, then retry. If it still fails, use the command line with /SkipRules=Engine_SqlEngineHealthCheck.
0x851A001A: Wait on the Database Engine recovery handle failed Often caused by NVMe drives reporting a sector size larger than 4 KB on Windows 11, or by an invalid service account. Check the SQL error log, apply Microsoft's sector-size workaround or change the service account, then reinstall.
Rule 'Restart computer' failed / .NET Framework 4.7.2 missing Restart Windows, install pending updates or .NET Framework 4.7.2, and click Re-run on the rules page.
Operating system not supported SQL Server 2025 does not install on Windows Server 2016 or earlier. Upgrade the OS or use an earlier SQL Server version.

Frequently asked questions

Is SQL Server 2025 Standard activated online?

No. There is no online or phone activation step. Entering a valid Standard key during Setup or Edition Upgrade activates the edition immediately, and the server does not need internet access afterwards.

Do I enter User CAL or Device CAL keys into SQL Server?

No. You enter the server key on the Product Key page. CALs are licence entitlements for each user or device that connects, so keep your purchase records as proof of compliance.
