Windows Server 2025: Download, Install & Activation Guide

To download, install and activate Windows Server 2025, download the official ISO from the Microsoft Evaluation Center, install Standard or Datacenter (Desktop Experience or Server Core), then convert the evaluation build to a full retail licence with DISM /online /Set-Edition and your product key. Finish with slmgr /ato and confirm the status with slmgr /dlv.

Windows Server 2025 is Microsoft's current Long-Term Servicing Channel release. It became generally available on 1 November 2024 and, under the Fixed Lifecycle Policy, receives mainstream support until 14 November 2029 and extended security support until 15 November 2034 (see the Microsoft lifecycle page). This guide covers both the Standard and Datacenter editions, because they share the same installation media and the same activation process. The only real differences are licensing rights and a handful of Datacenter-only features, which we compare below.

Windows Server 2025 Standard vs Datacenter at a glance

Before you install, make sure you are deploying the edition that matches your licence. A Datacenter evaluation can only be converted to Datacenter retail, so choosing the wrong edition at install time means reinstalling later.

In short, choose Windows Server 2025 Standard for a single physical server or a host running one or two virtual machines, and choose Windows Server 2025 Datacenter when you need unlimited virtual machines or Storage Spaces Direct. What you need before you start

  • Your Windows Server 2025 Standard or Datacenter product key (emailed to you instantly after payment).
  • A 64-bit server or virtual machine that meets the requirements below.
  • A USB drive of at least 8 GB, or a hypervisor that can mount an ISO file.
  • A local administrator account and, for online activation, an internet connection.
  • A backup of any existing data if you are reinstalling on a server already in use.

These are the absolute minimums published in Microsoft's Windows Server hardware requirements. Real workloads such as Active Directory, file services or Hyper-V will need considerably more memory and storage.

A quick note on core-based licensing

Windows Server 2025 Standard and Datacenter are licensed per physical core. Microsoft's rules require every physical core in the server to be licensed, with a minimum of 8 core licences per processor and 16 core licences per server. A typical single-socket server with up to 16 cores is therefore covered by one 16-core licence. If your server has more cores, or you want to stack additional Standard licences to run more virtual machines, check your core count first so your deployment stays compliant.

The product key itself does not change during installation: whatever your core count, you enter the same 25-character key once during the edition conversion described below.

Step 1: Download Windows Server 2025

Microsoft does not publish a separate retail ISO for individually purchased licences. The official, legitimate source is the Microsoft Evaluation Center ISO, which you then convert to a full licence with your key. Never use ISO files from unofficial mirrors, as they can be tampered with.

  1. Open the Microsoft Evaluation Center page for Windows Server 2025 at microsoft.com/evalcenter.
  2. Choose the ISO download option (a VHD is also offered for virtual machine deployments).
  3. Complete the short registration form and select your language, for example English (United Kingdom) or English (United States).
  4. Download the 64-bit ISO file (roughly 5–6 GB).
  5. To install on physical hardware, write the ISO to a USB drive with a tool such as Rufus, using the GPT partition scheme for UEFI systems. For a virtual machine, attach the ISO to the VM's virtual DVD drive.

Step 2: Install Windows Server 2025

  1. Boot the server from the USB drive or ISO. On physical hardware you may need to press F11, F12 or Esc to open the boot menu.
  2. Select your language, time and currency format and keyboard layout, then click Next.
  3. Choose Install Windows Server and confirm that you understand existing files will be removed on a clean install.
  4. When asked for a product key, click I don't have a product key. Evaluation media is activated after installation.
  5. Select the image that matches your licence: Windows Server 2025 Standard Evaluation or Datacenter Evaluation, each with or without (Desktop Experience). Server Core has no graphical desktop; Desktop Experience includes the full GUI. You cannot switch between them later without reinstalling, so choose carefully.
  6. Accept the licence terms, select the target disk, create partitions if needed and click Next to begin copying files.
  7. The server restarts several times. When prompted, set a strong password for the built-in Administrator account.
  8. Sign in, install the latest updates through Settings > Windows Update (or sconfig on Server Core), then rename the server and set a static IP address if required.

Important: if you plan to make this server a domain controller, activate it before promoting it. Microsoft does not support converting an evaluation edition that is already an Active Directory domain controller.

Step 3: Activate Windows Server 2025 with your product key

Because the evaluation edition is installed, simply changing the key in Settings is not enough. You first convert the edition to retail using DISM, exactly as Microsoft documents in its evaluation conversion guide.

Convert Evaluation to retail with DISM

  1. Right-click the Start button and open Terminal (Admin), or open Command Prompt as administrator.
  2. Check your current edition: DISM /online /Get-CurrentEdition. You should see ServerStandardEval or ServerDatacenterEval.
  3. List the editions you can convert to: DISM /online /Get-TargetEditions.
  4. For Standard, run: DISM /online /Set-Edition:ServerStandard /ProductKey:XXXXX-XXXXX-XXXXX-XXXXX-XXXXX /AcceptEula
  5. For Datacenter, run: DISM /online /Set-Edition:ServerDatacenter /ProductKey:XXXXX-XXXXX-XXXXX-XXXXX-XXXXX /AcceptEula
  6. Wait for the operation to reach 100%, then type Y to restart. The server may restart more than once while the new edition is applied.

Activate with slmgr

After the restart, the key is installed and activation normally happens automatically once the server is online. If it does not, use the Software Licensing Management Tool from an elevated prompt:

  1. Install (or reinstall) the key: slmgr /ipk XXXXX-XXXXX-XXXXX-XXXXX-XXXXX
  2. Activate online: slmgr /ato
  3. Display the detailed licence status: slmgr /dlv
  4. If online activation is not possible (for example on an isolated network), run slui 4 to start telephone activation and follow the prompts.

On a server with Desktop Experience you can also check or change the key through Settings > System > Activation, but only once the server is running a retail (non-evaluation) edition.

How to verify activation

  • Run slmgr /xpr. A message stating that the machine is permanently activated confirms success.
  • Run slmgr /dlv and check that License Status reads Licensed and the description no longer contains EVAL.
  • Run DISM /online /Get-CurrentEdition and confirm it shows ServerStandard or ServerDatacenter.
  • On Desktop Experience, open Settings > System > Activation and look for Windows is activated.

Recommended next steps after activation

  • Install all pending cumulative updates, then restart before adding roles.
  • Add your server roles (Active Directory Domain Services, File and Storage Services, Hyper-V and so on) through Server Manager > Add roles and features.
  • Enable a backup solution, such as the built-in Windows Server Backup feature, before putting the server into production.
  • Record the product key and your order email somewhere safe; you will need them if the server is ever rebuilt.

Frequently asked questions

Can I use the Windows Server 2025 Evaluation ISO with a paid key?

Yes. The evaluation ISO is official Microsoft media. Install it, then convert it to the full edition with DISM /online /Set-Edition and your Standard or Datacenter key. Nothing needs to be reinstalled.

How long does the Windows Server 2025 evaluation last?

The evaluation runs for 180 days. Converting it to retail with a valid key removes the time limit, so you can install now and activate as soon as your key arrives.

Can I convert Datacenter Evaluation to Standard?

No. Microsoft only allows a Datacenter evaluation to become Datacenter retail. If you bought a Standard key, install the Standard Evaluation image.

Do I need CALs with Windows Server 2025?

Is Server Core or Desktop Experience better?
