Windows 11 Enterprise: Download, Install & Activation Guide

To install and activate Windows 11 Enterprise, download Windows 11 from Microsoft (Media Creation Tool or ISO), install the Pro edition, then switch to Enterprise by entering your Enterprise key under Settings > System > Activation > Change product key, or with slmgr /ipk. Windows converts Pro to Enterprise without a reboot and activates online.

Windows 11 Enterprise adds the security and management features organisations rely on, such as Credential Guard, AppLocker, advanced Microsoft Defender capabilities and longer servicing for each feature update. This guide covers both our Windows 11 Enterprise licence key and the Windows 11 Enterprise global key. Both are delivered by email immediately after payment and use the same steps below.

The key point to understand before you start: Microsoft's public download tools do not include an Enterprise edition. The supported route for most buyers is to install Windows 11 Pro from the official media and then upgrade the edition to Enterprise by changing the product key. Microsoft documents Pro to Enterprise as a fully supported upgrade path that does not need a reinstall or a restart.

What you need before you start

  • Your Windows 11 Enterprise product key from the order email.
  • A PC running, or able to run, Windows 11 Pro. Home cannot be converted directly to Enterprise.
  • An administrator account on the PC.
  • An internet connection for online activation (MAK keys activate against Microsoft's servers).
  • A USB drive of at least 8 GB if you are doing a clean install.

If PC Health Check says your device cannot run Windows 11, the cause is usually TPM 2.0 or Secure Boot being switched off in the firmware rather than missing hardware.

Step 1: Download Windows 11

  1. Go to Microsoft's official Windows 11 software download page on microsoft.com.
  2. For a clean install, choose Create Windows 11 Installation Media to run the Media Creation Tool, or Download Windows 11 Disk Image (ISO) and select Windows 11 (multi-edition ISO).
  3. Run the Media Creation Tool, accept the terms, choose language and architecture, select USB flash drive and pick your drive.
  4. If the PC already runs Windows 11 Pro and is up to date, you do not need to download anything. Skip straight to Step 3.

Organisations with a Microsoft Volume Licensing agreement can also download Enterprise media from the Microsoft 365 admin center. Avoid the 90-day Enterprise evaluation from the Microsoft Evaluation Center for production use: evaluation installs cannot be converted to a fully licensed Enterprise edition with a product key and must be reinstalled.

Step 2: Install Windows 11 Pro

  1. Boot from the USB drive (use your PC's boot menu key, commonly F12, F11 or Esc).
  2. Choose language and keyboard, then Install Windows 11.
  3. On the product key screen select I don't have a product key. Your Enterprise key is not accepted by the consumer media at this stage.
  4. From the edition list choose Windows 11 Pro.
  5. Accept the licence terms, choose the custom install option and select the target drive. Back up anything you need first, as the selected partition is wiped.
  6. Complete the out-of-box setup. Pro lets you sign in with a Microsoft account, a work or school account (Microsoft Entra ID), or join a domain later, so pick whatever suits your organisation.
  7. Run Windows Update and install any pending drivers and updates before changing edition.

Step 3: Upgrade to Enterprise and activate

Before you change the key, run through a quick checklist: confirm the PC shows Windows 11 Pro under Settings > System > About, install all pending Windows Updates, make sure you are signed in with an administrator account, and keep your order email open so you can copy the key exactly. The edition change keeps your files, apps and settings in place, but a current backup is always sensible before any system-level change.

Option A: Settings (Change product key)

  1. Open Settings > System > Activation, or press Windows + R and run ms-settings:activation.
  2. Expand Upgrade your edition of Windows if shown and select Change product key.
  3. Enter your 25-character Windows 11 Enterprise key and select Next.
  4. Confirm the prompt to upgrade the edition. Windows applies the Enterprise edition in place, keeping your files, apps and settings.
  5. Windows activates online automatically. If it does not, select Activate or use the commands below.

Option B: Command line (slmgr or changepk)

Open Terminal or Command Prompt as administrator and run:

  1. Install the Enterprise key: slmgr /ipk XXXXX-XXXXX-XXXXX-XXXXX-XXXXX
  2. Activate online: slmgr /ato
  3. Alternatively, use Microsoft's edition upgrade tool: changepk.exe /ProductKey XXXXX-XXXXX-XXXXX-XXXXX-XXXXX
  4. Restart if prompted, then verify as shown in the next section.

About MAK activation

Most Windows 11 Enterprise keys sold individually are Multiple Activation Keys (MAK). A MAK activates each PC once against Microsoft's hosted activation service, and the activation is permanent for that installation, so there is no need for an on-premises KMS server or periodic reactivation. Each MAK has a set number of activations, so use it only on the machines it is intended for. If a PC has no internet access, open slui 4 to view the installation ID; Microsoft now directs offline activation through its online Product Activation portal rather than the old automated phone line, so you will need another internet-connected device to obtain the confirmation ID.

Verify activation

  • Settings > System > Activation should show the edition as Windows 11 Enterprise and the state as Active.
  • Run slmgr /dlv to see the licence channel (for example Volume:MAK), the partial product key and the activation status.
  • Run slmgr /xpr. A MAK-activated machine reports that it is permanently activated.
  • Run winver to confirm the edition and version number.

What changes after the upgrade

Once the edition switches, Enterprise-only features become available to configure through Group Policy, Intune or local settings. Nothing is turned on automatically, so plan which features you want to use:

Rolling out to several PCs

If you have bought keys for a number of machines, keep a simple record of which key was used on which device and when. For a handful of PCs, the Settings or slmgr methods above are quickest. For larger fleets, Microsoft supports applying the Enterprise key through a provisioning package built in Windows Configuration Designer, or through MDM such as Microsoft Intune, which saves visiting each device. Whatever method you use, check each PC is fully updated on Windows 11 Pro before the change, as this avoids most edition-upgrade failures.

Troubleshooting common activation errors

Error code / message What it means How to fix it
0xC004F050 The key is not valid for the current edition or was mistyped. Confirm the PC is on Windows 11 Pro (not Home) before entering the Enterprise key, and retype the key.
0xC004F069 The installed edition cannot use this key. Usually seen when trying to use an Enterprise key on Home or an evaluation install. Install Pro first, then change the key.
0xC004C008 The MAK has reached its activation limit. Contact support@softkeyworld.com with your order number so we can check the key.
0xC004C003 The activation server rejected the key. Check for typing errors. If the key is correct, contact our support team.
0xC004F074 / 0x8007232B Windows is set to KMS activation and cannot find a KMS host. A generic KMS client key is installed. Replace it with your MAK using slmgr /ipk then run slmgr /ato.
0x80070005 Access denied. Run Terminal or Command Prompt as administrator.
0x80072EE7 / 0x80072F8F Windows cannot reach the activation service. Check internet access, correct date and time, and allow activation traffic through any proxy or firewall.

Frequently asked questions

Can I download Windows 11 Enterprise directly from Microsoft?

Microsoft's public Windows 11 download tools offer consumer editions only. Enterprise media is available to Volume Licensing customers through the Microsoft 365 admin center. For everyone else, installing Pro and changing the product key is the supported route.

Can I upgrade Windows 11 Home to Enterprise?

Not directly. Home must first be upgraded to Pro, or the PC clean-installed with Pro, before an Enterprise key can be applied.

Does Windows 11 Enterprise need a Microsoft account?

No. Because you start from Windows 11 Pro, you can set the PC up with a Microsoft account, a work or school account, or join it to an Active Directory domain. The Enterprise key itself is not linked to any account, so activation works the same whichever sign-in method your organisation uses.

What is a MAK key?

A Multiple Activation Key is a volume licence key that activates PCs one at a time against Microsoft's servers. Activation is permanent and needs no KMS server.

Can I convert the Windows 11 Enterprise evaluation to a full version?

No. The Evaluation Center version cannot be activated with a product key. Install Windows 11 Pro from the official media and upgrade it with your Enterprise key instead.

How long is each Windows 11 Enterprise version supported?
